was elected as Georgia's governor four times in the 1930s and 1940s,
advocated the "County Unit System" of primary voting, and was an
outspoken critic of President Franklin Delano Roosevelt. -

Supreme Court of Georgia ruled that he was the legitimate governor of
the state in 1947, but he was defeated by Herman Talmadge in a special
election in 1948.
