The correct answer should be the frontier. The frontier was always seen as a symbol of unconquered land that lays there for people to take it. It showed that anyone can become successful at life because they could go and get a piece of land and prosper and discover new things. It has been an essential part of forming the American identity and the culture. It was especially strong during manifest destiny when it was deemed almost a form of righteous destiny to go from coast to coast. 

The cities were always melting pots of variety. People from all over the world would reach cities and inhabit them, especially on the coast, so they didn't bring much to the development of the free and democratic American identity, but they were useful in economic development of the country.
