Light waves would slow down when traveling through the ocean. Light is an electromagnetic wave that travels fastest through a vacuum. When particles like water are present, the wave slows down. The other wave types are physical - longitudinal or surface - waves that are sped up by the presence of particles that can transmit their energy faster.
