Emancipation proclamation is also known as Proclamation 95. It is an executive order which was issued by USA’s president Abraham Lincoln. It became effective on 1 January 1863. The proclamation altered the legal status under the federal law of more than 3.5 million suppressed African Americans and ordered the Confederate states to free the slaves. The slaves escaped from the control of the government either by running out across the union lines or by advancing of the federal troops.  

Thus the slave was permanently free. Thus Union victory then brought out the proclamation in effect in all the former Confederacy. These slaves those who are remaining and were present in the revolt were freed by the state action.
