Power refers to the ability to influence other, control their actions, or impose your will. Countries gain power because of their monopoly of violence (only they have access to jails, weapons, police, etc.) and their resources. However, the power can only be exercised if the state has authority over its people. Authority refers to the legal and formal right to give commands. The authority of a state derives from its laws, and it justifies the use of power of the government.
