The North's battle plan was meant to be applied on the American Civil War. General-in-Chief Winfield Scott was the one who proposed this. This has emphasized on what they are planning to do on the war and this includes blocking of the Southern ports, cutting South in two, and to secure assistance from foreign countries, except for the capture of Richmond.
