In act 1 scene 3 of Macbeth, Shakespeare presents witchcraft and the supernatural as otherworldly, terrifying figures.
The first line of Macbeth was the last line of the witches in scene one, which was "Fair is Foul".
It is so because the opening scene is there where the witches practicing their spells, making portions, when the Macbeth came across the three witches near the battlefield they predicted about Macbeth that he will be the "Thane of Cawdor".
The saying turned out to be true for Macbeth which at first he wasn't ready to believe when the witches told him, but soon he got eager and asked the witches what else do they have to predict about his glorious future.
