The thing which Orwell was exposing about Big Brother and the dystopian state through the relationship between Winston and Julia was that it helped to show Winston's search for truth and decency leads him to secretly rebel against the government.

This is shown here when Winston's health improved after he began a relationship with Julia as she is the only other person who Winston is sure hates the Party and wishes to rebel against it as he does.
