After the Constitutional Convention, there were states where certain areas equally opposed and favored ratifying the Constitution including:

  • South Carolina
  • Virginia
  • Pennsylvania

The Constitutional Convention was called in order to replace the Articles of Confederation which had:

  • Made the federal government weak and ineffective
  • Gave states too much power
  • Led to certain incidents that threatened the nation's security

After the new Constitution was proposed, many people were both against it and for it. In certain areas, these people were equal in number and those areas are shown in black in the attached image.

Based on the map, we can conclude that those areas were in 4 states namely, South Carolina, Virginia, and Pennsylvania.
