John Dickinson's draft of the articles of confederation had to be revised because it did not address issues like taxation, state representation, as well as trade.

John Dickinson was made the chairman of the group that drafted the articles of confederation. Before this, he had disagreed to the notion of American Independence.

After they drafted and submitted the new article, a great debate ensued. Revisions had to be made because Several issues were pointed out that was not addressed in the article.

These issues include:

  • They debated if states should have equal representative votes.
  • Another debate was about the taxation. The article did not allow taxation. That is if citizens or states should be taxed by the federal government.
  • Another debate was on how to tell the boundaries of colonies that laid claims to land ownership.
  • The new article did not allow for trades also.
