Gorbachev. As much as Reagan played the game well and US enjoyed the victory, it would have not been possible without Gorbachev’s actions. He may have chosen to let it slide but he didn’t. I’ll put it this way, if reverse was the case; Reagan wouldn’t have broken the wall.
