Sovereignty is the supreme authority within a territory.In any state, sovereignty is assigned to the person, body, or institution that has the ultimate authority over other people in order to establish a law or change an existing law.In political theory, sovereignty is a substantive term designating supreme legitimate authority over some polity
because sovereignty has the authority to govern itself or another state, in short it is a self-governing state, a supreme and dominant authority so therefore it has the power to make its own laws thus, making it not enforceable in the courts.
