Answer: Before you start writing, I’d reconsider your initial point; I would say that a Society begins to fall apart in part, by WHO makes these rules, not simply because they weren’t followed. You asked for a Culture to support my point; and I hand over 1930’s German Fascism. Or Mao from China, or Stalin, or Kim Jung Un. Amongst others.
