New England or' Free' Town Meetings are public forums supporting local government involvement. Town meetings encourage citizens to share their opinions on public concerns and to discuss and vote on legislation and budgets.

A town meeting is a legislature of people, for people, and by people. Each citizen of the town is also a legislator which distinguishes the New England town meeting from all other forms of democracy. Town meeting democracy is not representative democracy.
