This happens because of evaporation and condensation. The warm water speeds up the evaporation process. This means that water molecule escapes from the liquid phase to the vapor phase. The mirror is in a relatively cooler temperature compared to the hot bath enough to condense the vapor. When the vapor is in contact with the mirror, condensation happens and turns the vapor molecules into droplets of liquid on the mirror surface.
