Reconquering the lands had a negative impact on the Byzantine empire because debts incurred due to the war left the empire in severe financial crisis and Justinian successors were forced to heavily tax Byzantine citizens to keep the affairs of the empire going.  Moreover, the imperial army because of its number had difficulty maintaining the conquered territory as the empire was attacked by the Persian Empire and the Slavs, and later by Islam.
