One way to present your argument would be the one stated in option C. In this way you demonstrate that you are aware of the bond with pets, you care about it and even feel it. The owners know they are being understanded which helps you create a connection with them. Know you can present the argument appealing to their sense of responsibility showing that following your ideas will lead to a greater benefit. The pros will exceed the cons. As they care for pets as well as you do, your way of doing things will safe many of them.
