Your answer would be B). The hills, at one time, were under water. Trilobite fossils are fossils that are rocks that have bones engraved in them. Trilobites are marine animals that have been extinct for thousand of years. Since they're marine animals, the hill use to have water. You wouldn't see a Trilobite fossil in a land where there has been no source of water.
