In 1890, A police reporter and social reformer, Jacob Riis made a compilation of his photographs into writing where he explained in details what immigrants and some other people faced and passed through  in the tenement slums.

His aim was geared at exposing the terrible  living conditions of these people to the middle and upper classes and a bid to help alleviate them.

To this effect, Tenement House Laws were passed in 1901 which effectively saw the construction of new tenements with provisions for light,fire escapes  and better sanitary measures.
