Yes it can. If both numbers are even, they are at least divisible by 2, if they both are divisible by any number they can be simplified. If you divide both sides by 2 you get 42/50, both numbers are still even so they can still be simplified. divide by 2 again = 21/25. That can't be simplified anymore so you have your simplified fraction :)
