National Operations Center serves as the principal operations center for the department of homeland security.

National Operations Center maintains a constant state of readiness, ensuring a secure venue to support crisis management, special event monitoring, and other significant operational initiatives. As a Sensitive Compartmented Information Facility (SCIF), National Operations Center also offers an appropriately secure place for conducting classified briefings, conferences, and seminars.

For homeland security, the National Operations Center is there in a state.  

Core purpose of the National Operations Center is to coordinate and integrate information to the Federal Government and local tribal and state governments about any event such as any act of terrorism, natural disaster or any other emergency, and provide them situational awareness about the event occurring at the moment.  

NOC is a full fledge department having managers, federal interagency, state and local law enforcement representatives, intelligence officers, analysts, etc.
