I think the only reason it would be vulnerable is that it is close to a tectonic plate or the plate that creates earthquakes.

Your answer would be, because it's located on a fault line within the North America tectonic plate. It's also right under The Pacific Ring of Fire which lines the Pacific Ocean and is known to be the area of Earth where most Earthquakes take place.
