1) President Lincoln used the power of the executive order to implement the Emancipation Proclamation. This power is granted to the President through the United States Constitution.

2) This proclamation frees all slaves in the "rebellious states." This means that any slaves in the Confederacy are now free. It does not free slaves in the states that are still part of the Union.

3) The 13th amendment expands on the Emancipation Proclamation by ensuring that slavery AND involuntary servitude do not exist in any part of the United States.

4) Lincoln chose not to free all the slaves with the Emancipation Proclamation because the states that still had slaves that were helping the Union might join the Confederacy during this time if Lincoln freed their slaves.
