Planets try to pull the sun towards them but because of the strong gravity of the sun, they end up orbiting around it. The same goes with the moons and the planets. 

The order of the planet is also due to the gravity of the sun and the planet themselves. The pull of gravity depends on the mass of an object and the distance between the two objects. Even if Jupiter is far, because of its mass, it is still able to pull on the sun and vice versa. 

As for the tides, they are a result of the combined gravity of the sun and the moon. When the sun and the moon are aligned, their combined gravity is able to pull oceans upwards. This causes high tides.
