Other than rare situations, the boundaries for congressional and state legislative districts in the United States are redrawn by the states every ten years.
This process of redrawing the boundaries is called as redistricting. Redistricting must occur when the following two situations take place. First is the apportionment of congressional districts to the states and secondly, even if the count of districts does not change, governments must redraw districts in order to ensure that they have equal population.
If the government deems fit, redistricting can also happen due to political reasons. Therefore, redistricting requires that every ten years, a state must redraw its congressional and district boundaries.
