The Preamble to the United States Constitution is an introductory statement of the document's fundamental purposes and principles. In other words, it is a brief summary of what the Founding Fathers' intentions with the document and what they hope to achieve with the issuing of it. The preamble is solely an introduction and it does not grant powers or limit certain actions to the federal government.
